Hospital parking lots in the Jewelry District
Proposed
Brown University Health holds 4,280 surface spaces including off-site, more than 40 acres of it in the hospital district. The City Plan Commission approved its Institutional Master Plan in May 2026: the main entrance moves to Plain Street, a 500-space garage is built, Plain and Dudley reconnect. While the garage is built, the hospital will park on the Victory Plating site in the Jewelry District. Marathon's separate seven-story garage at 140 Prairie Ave is paused after neighborhood opposition, and its 251 Blackstone St building was cut from six stories to four. The March 2025 CNU charrette's 2,000-unit proposal on consolidated lots is a proposal, not a plan of record; the approved plan says nothing about housing. S14c S14d S14e R32 R34

What it needs first
- The Plain Street garage built; until then a Jewelry District lot absorbs displaced parking rather than being freed S14c R32
- Surface parking consolidated into structures before any lot can be built on S14c S14d
Notes
The lots are not being redeveloped; one is being used harder. Lead time on the lots runs downstream of the garage.
