On August 20, 2026 RIPTA's board voted 6 to 0 to take a new transit center into design, engineering and pricing on a 4.4-acre state-owned parcel facing Francis and Gaspee streets, next to Providence Station and across from Providence Place. Contractor Next Wave Partners. Kennedy Plaza would keep reduced service via the Downtown Transit Connector. The governor's schematic shows 16 bus berths curving along the Francis and Gaspee intersection, west of the station and south of the State House. RIPTA will own the site; it is a tenant at Kennedy Plaza, which the City owns. Next Wave's contract is about $16.9 million. The buses route to the Francis and Gaspee frontage by the State House and the station. Opposition on record: Kennedy Plaza Resilience Coalition; a former board member urged delay pending a service analysis.
